[FIXED] Chatbox on top of Scoreboard

    Trying to view the scoreboard can be difficult when there's a lot of chat going on, stage changes etc. Appreciate on high res chat probably doesn't get near the scoreboard, but on lower it does.

    Chat should probably appear behind the scoreboard when you have it open, if that's possible. On map change it was behind the scoreboard, but pressing Y once it was then always in-front, even with clicking the scoreboard etc.

    It's a weird one to fix because MakePopup() just breaks the entire z-level. I'll keep trying though
