if they gift it to you, then they put the in email you provided them with and tell it to steam. Then steam uses the email you registered with to mail you a steam themed email. You don't have to have a bank account, I went and got one of those $25 Vista giftcards, added it to PayPal, and from then on I could use PayPal to buy Steam games ect.
