Scoutking, you really can't complain about this unless you're actually going to be constructive to the server. So, stop DMing and NLR breaking and being a total minge, and then maybe people will respect you and your opinion. I believe one of the reasons no one is taking this seriously is because 1 it is YOU and 2 There hasn't been a real problem with it on the server. As of right now, I don't think anyone has a problem with any racial slurs being thrown around on the server, seeing as how Grove Street came about. Like Biff said, no one is actually offended here, because no one here is black (Grimm excluded) and even then, Grimm actually didn't give two shits about it I believe. I do agree, however, than OOC using racial slurs is bad. As for the signs, hell, you could spam them anywhere I wouldn't care. So yeah, stop whining, and learn how to play constructively.

To conclude so far; It's fine to be racist in RP, but a local CP may arrest you for it. However it's not fine to be racist in OOC, Biff atleast used a less offencive variant of the word, others did not. I say signs are IC and are allowed, but excessive spam of them is bound to cause trouble lol, probably a CP arresting you at most though.
